标题[请益] 请问两个有关capital和patent的问题

1.What is the opportunity cost of investing in (physical) capital?
Do you think a country can "over-invest" in capital?
真的不太懂..市场均衡的时候应该不会有问题，
他问的又是指哪部份的不均衡造成over-invest
还是哪些主要原因会影响比较大(市场利率偏低?)
2.The patent system is one way through which the goverment can encourage
research. Suppose the government would like to increase the numeber of
years for patent lasts. What would be the effects of this change on
economic growth? Explain the potentially good and bad effects.
这题几乎完全没概念...
本来以为跟独占市场的独占力有关，
独占使得P>MR=MC而造成无谓损失
而保护专利权会使得独占力更强，进入障碍更大而更难达到社会最适
Explain the potentially good and bad effects.
这句话让我很冏...
