For Chelsea, fresh from a record fine in the rather rancorous Ashley Cole affair, they have already antagonised another of their capital neighbours. At this rate, Charlton Athletic should be keeping a close watch on their groundsman; Fulham might want to screen the phone calls of the man with the hotdog van at Craven Cottage. It appears remarkably tactless, even by Chelsea's standards. They are likely to get better acquainted with the Premier League (perhaps their spokesman could be gainfully employed at Stamford Bridge?). A three-point handicap - if that is the eventual result - might make the Premiership more competitive next season. The most likely outcome is that Arnesen, along with his invaluable contacts book, will end up in west London. It would leave Tottenham in a state of seemingly permanent transition. After Jacques Santini's bemusing reign came to an abrupt end, Spurs appeared to have a long-term management team in Arnesen and Martin Jol. Instead the Dane, a fixture at PSV for a decade, is going; there are already hints that Jol is willing to abandon the continental coaching structure and become an old-fashioned English manager. For Chelsea, the lure is Arnesen's reputation as an exceptional judge of a footballer - Ronaldo, Ruud van Nistelrooy and Arjen Robben are proof of his acumen - that he established in Holland. But the team for 2010 is less likely to include the third-choice keeper Marton Fulop or the creaking veteran Nourridine Naybet. Czech David Limbersky left as unknown as he was when he arrived. He was perhaps the least distinguished of Arnesen's 24 signings in 12 months, but there were times when he appeared in too much of a hurry; was the scouting as rigorous as his reputation would suggest? It seemed, at times, a transfer market equivalent of speed-dating. Calum Davenport was signed, loaned out twice and made a solitary first-team appearance while Arnesen acquired two further central defenders. But perhaps judgment should be withheld; he leaves a Spurs squad with plenty of potential and a head coach who has made a promising start. For all the residual bitterness of the sniping David Pleat, Tottenham have greater grounds for optimism than at any stage in the last decade. And Chelsea would provide Arnesen with a stage to suit the players he specialised in exporting from the PSV production line. Bartering the price down is likely to be an objective at Stamford Bridge; awkward as opponents have found Didier Drogba, there is a widespread feeling that the ￡24 million striker was vastly overpriced. Few would mourn if Pini Zahavi - the Israeli indirectly responsible for the horrible term 'superagent' entering the English language - earns less commission. At some stage, however, Arnesen's responsibility for transfers could impinge upon the jobs of either Jose Mourinho or Peter Kenyon. Arnesen and Mourinho each received their managerial education under Bobby Robson, but there is enough evidence to suggest they should complement one another. The Portuguese's powers may be curtailed, but his primary achievement at Chelsea was not in the transfer market. Mourinho's best buys were the Portuguese pair of Paulo Ferreira and Ricardo Carvalho. Their assurance was apparent in his Porto defence. Neither represented a step into the unknown. If Arnesen's frantic buying at Spurs mirrored Chelsea's spending spree immediately after Roman Abramovich's takeover - in volume, if not the cost of the acquisitions - a repeat is unlikely in the extreme. Chelsea are pursuing three world-class players; in that respect, this summer is likely to be the model for future years. But not in others. So far, Chelsea's record sponsorship deal is being frittered away in fines and legal costs. Further charges would surely harm their bank balance as well as their reputation; their defence of the Premiership title could also be affected. For Kenyon, the appeal of Arnesen, proven capable of recruiting the calibre of player who can win them the Champions League while aiding the club's stated aim of breaking even within five years, is obvious.
