标题[闲聊] 图拉真元老院计算

Ties are broken in favor of the player with the higher
position on the senate track, in case of the same position
in favor of that player whose disc is higher up in the
stack.
1. 先比票数再加上元老院 Tile 的票数, 最多的 win
2. 同票同位置时, 位置在上的 win
3. 同票不同位置时, 元老院位置比较高 win
4. 回收时, 票数最低的在最底下
5. 将所有旳元老院 Tile 弃掉
我一直玩起来怪怪的..原因找到了
