前文吃光光
google搜了一下

里面有提到 unit definition
Activity is expressed in nih units obtained by direct comparison
to a NIH thrombin reference standard.
所以我猜应该是用 NIH 所准备的 standard 去定义的吧.
另外有提到reference

应该是一本书
