写信问了编辑，他们的回答是
The Journal of Engineering will be indexed in INSPEC and will be sent for
consideration in the EI Compendex. When the journal has established an impact
factor it should also be indexed by SCI.
看来目前仅有EI以後才有机会变成SCI
