Grain protein levels are typically tested by testing for nitrogen, a component of protein. Raise the nitrogen level, and the grain looks like it has more protein in it. This has happened before. In 1985, a Minnesota grain company illegally spiked wheat with urea, a nitrogen-rich chemical used in fertilizer and cattle feed. It used urea to artificially boost the protein content, and thereby the price, of the wheat it sold to flour mills. In 1990, the two owners pleaded guilty and were fined $250,000 each, according to a 1990 article in FDA Consumer magazine. An investigation showed that they made an estimated $750,000 on adulterated wheat.
