1974年3月11日伊拉克政府單方面頒布了《庫德自治法》（Kurdistan Autonomy Law）
，該法案因剝奪了庫德族對石油重鎮基爾庫克（Kirkuk）的主權與控制權，導致雙方的和
平協議破裂，隨後引發了伊拉克政府與庫德族之間的血腥內戰。
