This is not a good question because it can cause misunderstanding. I don't think it is good to make it so clear between foreigners and local people on this topic. How can you know whether a stranger is a Taiwanese or not? Also, suppose you don't say hello to foreign strangers, would you greet to any Taiwanese strangers? I just tried to remember my first lesson to learn Chinese when I was a child. Usually, the first lessons to learn English, French,...etc are all about greeting, saying hello, good morning, etc. However, this seems not to have appeared in our primary school Chinese. What I can remember the first lesson was about 'to walk to the school'. The second lesson was about the national anthem... Where was a proper lesson to teach people to greet each other? Similarly for high school English. The first lesson was all about 'this and that'; 'this is a book.' 'that is a box.'... Of course there were somewhere 'Good morning.' appeared but not at the first lesson. I really cannot understand why they did not do that, because greeting is usually the easiest part; no grammar to remember and can be used immediately. Is anybody can give me more idea about this. In contrast, I have seen many children abroad who can greet in Chinese (although that can be the only chinese words the can speak). Being honest, if God allowed me to learn only an English word in my life, I would choose 'hi'. There are actually so many friendships begin from that. If you don't even want to say hello to a stranger, you probably will never got friendship from them. --
