No, he didn't explain clear enough.
US and Europe has summer daylight saving time. (slightly different schedule)
Taiwan has it several decades ago, but not very useful, so it is cancelled.
In US, between 1st weekend in April and 4th weekend in October is summer time.
The clock is tuned one hours faster.
Therefore, Pacific time: from -8 to -7
Eastern time: from -5 to -4
And Taiwan is always +8
So in summer Pacific will have 15 hours difference to Taipei
in winter, it will be 16 hours.
And, getting more complicated, Arizona and some part of Indiana don't observe
the summer daylight time, so there time is always the same.
