Usually, you can say that I am seriously considering your school. If I
can get some funds from the department. It will help me make the decision.
You have to assume that it's you that want to be their students, not
you are asking for a favor from them. Then it will not have the problems
you said.
However, it's easier to speak, than to do it. I am just good at talking.
