標題[題目] 關係子句的動詞變化

題目：
ex.One of our employees who [were] absent was James
7.One of the employees who ____ creative ideas to the R&D center is to be
chosen.
A)offer
B)offering
C)offers
D)are offered
the answer is C
疑問： 在ex中說道：were是要配合非主詞的先行名詞，而先行名詞employees是複數
故配合之。
而第七題的詳解說道：在關係詞主格（who）後面，動詞的單複數有搭配前面的先行名詞
(one of the) ，所以空格要填單數動詞 所以答案是Ｃ
請各位幫忙解惑 為什麼例題中的先行名詞是employees 而例題中的先行名詞卻是
One of the (強調裡面的那個人）呢？
另外 one of our employees who were absent was James.
翻譯（所想要表達的事）是否影響著動詞的使用
1. 我們缺席的員工們當中之一是James >> were
2. 我們的員工們中缺席的是James >> was
還是是因為One of "the" empolyees 限定了 那位員工 所以後面都是使用單數動詞
而One of our employees 並未限定 所以who 後面使用複數動詞 表示
