the Royal Protocol 很強大
Borg Queen被幹掉以後，會把the Royal Protocol傳給一個具有女王潛力的drones
這個drones就會成了新的Borg Queen
這也就是為什麼永遠你都看得到Borg Queen的原因
The Farther Shore裡，the Royal Protocol透過病毒被傳輸到地球上一位星聯軍官上
成功滲透進星聯的安全局，當然沒人知道病毒怎麼來的
也許是某個人做了這種事情或者是Borg的陰謀
如果沒有Janeway又故意違反一堆規定，地球真的完了

The Borg had figured out how to create a god from a machine. Take an organic
being, make her Borg, and give her access to the Royal Protocol... and you
had a queen. So this was how, when the Enterprise destroyed the Borg cube
that had been host to Picard and also presumably the queen, she had come
back. This was how the Admiral Janeway of the future had been able to slay
the queen, and yet there was one somewhere on Earth right now.
You couldn't ever really kill the queen, because the queen wasn't a person.
It- she- was a program.
