The runner on what ever can steel once it crosses the front edge of plate. If it touches plate or batter it is a dead ball. Second if one runner steals another runner does not have to steal. Third say you have runners on first and third if the runner on first breaks and then stops and the catcher throws back to the pitcher time is called and all runners go back to original base. Therefore if you steal it has to be a continous motion you can't stop and do a delayed steal. Once catcher starts their throw to the pitcher you can't take off trying to steal. That is what has been explain to me by our head umpire. Loco33 Hope this help --
