Jiminian, 17, has an 88-90 mph fastball that has touched 92, along with an advanced feel for a curveball and a promising changeup for his age. The 6-foot-3 Jiminian, who signed in January, has a projectable frame and generates good angle toward the plate with his delivery. "What we liked about him was the arm action, the looseness of the arm," said Rockies international scouting director Rolando Fernandez, who noted that the Rockies have followed Jiminian since he was 15. "We liked the delivery for a kid his age and also his pitchability in games. He's a guy who has feel for everything he did." The Rockies will bring Jiminian to spring training next month, though he will begin his career in the Dominican Summer League, a path the Rockies have typically taken with their top young Latin American arms, including Ubaldo Jiminez and Jhoulys Chacin, among others. ‧The Cardinals signed Dominican right fielder Amauris Capellan in November for $450,000. Capellan, who is 6-foot, 190 pounds, has a plus- plus arm and is an advanced righthanded hitter for a 17-year-old, though he doesn't project to have tremendous power. ‧The Angels signed center fielder Luis Jolly, a raw but toolsy righthanded-hitter from the Dominican Republic, for $150,000. Jolly's best tool is his plus-plus speed and he has projectable power from his 6-foot-2 frame, though his hitting is still a work in progress. ‧The Rangers Dominican signed lefthander Victor Payano for $75,000. Payano had agreed to terms with the Red Sox for $900,000 back on July 2, but the signing never became official after Payano did not pass his physical with Boston.
