Richard Peddie, the president of Maple Leaf Sports and Entertainment, which owns the Raptors, has acknowledged that promises made to Carter haven't been kept, and a source close to the four-time all-star says the breakdown has made Carter angry enough to imagine a future away from Toronto. But the source denied that Carter has asked for a trade. "The Raptors met with Vince at the end of year and told him they wanted him to be part of the process of hiring a new general manager and coach, and then they forgot to call him or get any contribution from him," the source said. "And he's [upset] about that. It's not his agent or his mother, it's Vince this time." That version of events was supported by Peddie, who acknowledged yesterday that the Raptors mishandled the hiring process for a general manager as it related to Carter, Toronto's most popular player and its leading scorer. "I think I could have done a better job on that one, that's fair," Peddie said. "I did try to get hold of him when we made our decision and I would have liked to have communicated more with Vince. If someone's saying that, that's fair feedback." Peddie didn't avoid the issue when he was asked whether the breakdown in communication could have been a case of Carter misinterpreting his level of involvement in the process. "I give myself low marks for keeping him informed, so even by my own expectations, I didn't keep him as informed as I should have," Peddie said. "He might have had higher expectations, I don't know." The impact could have serious repercussions as the Raptors enter a summer when a number of top NBA stars -- from Shaquille O'Neal to Allen Iverson -- are said to be on the trading block and Carter's frustration with consecutive losing seasons is peaking. "The team doesn't want to add players because of the luxury tax and he's concerned that they're never going to get better," the source said of Carter. Peddie didn't deny that the Raptors' relationship with its marquee player has been damaged. "I'd like to think it can be mended," Peddie said. "But it won't be mended by me. The people that matter to Vince are not me . . . it's [GM] Rob Babcock, [new head coach] Sam Mitchell, Wayne Embry, Alex English [of the basketball operations staff]. It's those people. That's who he really deals with, the people who are responsible for basketball. Those are the guys who will mend it, if anyone can." While the source said Carter hasn't formally asked for a trade, he added there is a gap between the organization and its star player that needs bridging, a task that may fall to Larry Tanenbaum. Tanenbaum is the minority shareholder and chairman of MLSE. He was a guest at Carter's wedding last Saturday, and is close to both Carter and his mother, Michelle Carter-Robinson. It's been well documented that Carter was supporting NBA legend Julius Erving for GM, but the source said Carter's frustration stems mainly from the fact his opinions were not taken seriously until the decision to hire Babcock was well under way. "Once you start the process and tell someone you're going to consult with them, you better make sure you follow up and make some effort to do it," the source said. "The Raptors screwed up. They made a promise and they didn't deliver." Carter-Robinson was interviewed yesterday on The Fan 590, a Toronto radio station, and did little to dispel the notion that the relationship between the Raptors and her son is strained. Carter-Robinson, who runs her son's charitable foundation and is actively involved in his business affairs, was asked whether her son will be back in Toronto this season. She answered cryptically, "All I can say is he's got a charity game [in Toronto] at the end of the month [July 30] and he will be there." She was also asked whether her son's marriage to Ellen Rucker, a former classmate of Carter at the University of North Carolina, would affect his future in Toronto. "I don't think his marriage has any bearing at all on whether he plays in Toronto or any other NBA city," she said. "That's his job and she's very supportive, and wherever it will be, she'll be there." Asked whether she knew whether her son had requested a trade, she replied: "Do I know if he has? I'll comment on that later. I don't want to comment on that today." But the Carter source said that as angry as Carter is, calming the waters is not out of the question."He likes Larry [Tanenbaum] a lot," the source said. "And he loves Toronto, so there's a reason to work something out.
