Rangers acquire righty Tobin from Cubs LAKE BUENA VISTA, Fla. -- The Rangers added another power arm to their bullpen on Thursday morning when they acquired right-handed pitcher Mason Tobin from the Cubs after the Rule 5 Draft at the Winter Meetings. The Cubs took Tobin in the Rule 5 Draft out of the Angels organization and then sold him to the Rangers. Tobin, as a Rule 5 pick, has to be on the Rangers' 25-man roster for the entire season. Otherwise, he has to go through waivers for other teams to have a chance at him or be offered back to the Angels for $25,000. Tobin is a 6-foot-4 right-hander who has a good live arm, when he is healthy. He has not pitched since 2009 after undergoing Tommy John elbow reconstruction surgery. "[Tobin] has a live fastball in the mid-90s, plus [a] live, good breaking ball," Rangers general manager Jon Daniels said. "He had Tommy John surgery a year and a half ago, but we're hoping he'll bounce back. We like the upside." Tobin was selected in the 16th round of the 2007 Draft out of Everett (Wash.) Community College. He has pitched in just 25 games in the Minor Leagues and is 6-4 with a 2.43 ERA. In 96 1/3 innings, he has allowed 71 hits and 34 walks while striking out 75 batters. This is not the first time the Cubs have taken a player in the Rule 5 Draft and sent him to another organization. They did so in the 2006 Rule 5 Draft when they selected Josh Hamilton out of the Rays organization and sent him to the Reds.
