He obtained his MD at the University of Tokyo in 1991 and started his career at Teikyo University's Ichihara Hospital in Chiba, Japan. He has been a research fellow at the Harvard Center for Population and Development Studies and worked in Cambodia and Rwanda. In 1999, Dr. Shibuya earned a doctorate of public health in international health economics at Harvard University. After teaching at medical schools in Tokyo, he joined the World Health Organization's (WHO) Global Programme on Evidence for Health Policy in 2001 and was coordinator for the Health Statistics and Evidence Unit from 2005 until 2008. Dr. Shibuya has been a regular contributor to the World Health Reports and was responsible for the World Health Statistics publications at WHO.
