標題[北美] FORM 8917/ line 34 on 1040 tuition deduction

Hi,
I read pub 519 and 1040i..
An alien resident (GC) can claim a F1 spouse as dependent.
could I fill Form8917 to further deduct the adjusted gross income?
since the F1 spouse just adjust status this year,
the tuition paid last year is based on non-resident standard
and no SSN is added on school's file, so we don't receive 1089T
we call 1-877-467-3821 to ask if they can issue 1089T for us
but not sure if we qualified to deduct tuition to save money.
Do we miss reading something? (pub or instruction)
