Draft Resolution 2.1 Committee: Social, Cultural, and Humanitarian Committee Topic: Human Right in Tibet Country: Amnesty International, Germany (signed by Chair: Jason) ( = Italic) Affirming the Universal Declaration of Human Rights, no one shall be subjected to intervene in human right which contains freedom, justice and peace without distinction of any kind, such as race, color, sex, language, religion, political or other opinion, national or social origin, property, birth or other status, Firmly asserting that everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, freedom to manifest his religion or belief in teaching, practice, worship and observance, Respecting for multi-cultural and devoting to retain different culture, Emphasizing the maintenance of international peace and the protection of basic human right, Condemning all in strong terms all interventions upon religion, from the core value of Tibetan Buddhism to all kinds of ceremonies of it are sacred and inviolable, Reaffirming human right is superior to sovereignty so that the international community shall have the right and obligation to intervene in massive human right crises, even if such intervention constitutes a violation on state sovereignty, Recalling article 2 in Principles on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment: The methods used to carry out such investigations shall meet the highest professional standards and the findings shall be made public, 1. Reiterates officials of People's Republic of China has violated the basic human right severely including arbitrary arrest, detention, torture and other ill-treatment on those who peacefully exercising their internationally recognized rights to freedom of expression and freedom of assembly and strongly calls for China to release those detained or imprisoned for such reasons; 2. Calls upon authorities of People's Republic of China (PRC) to remove the lock-down in Tibet and let investigators, who shall be independent of the suspected perpetrators and the agency they serve, competent and impartial to enter inside so as to clarify the fact; 3. Calls upon the reinstatement of the negotiations between Dalai and Chinese government with United Nations Human Rights Council in between coordinating two parties in order to reach an impartial compromise, so as to make it an open and public talk concerning the following issues: A. clarifies the legal status and sovereignty of Tibet; B. solves the problem of belief and religion of Tibetans; C. devises measures for Tibet’s cultural preservation. --
