MSD、LSD:most \last 有意義的數
Radix:
In chapter 3.3.2 we have the following:
Sign-magnitude system
n+1 digits are used to represent a number, where the MSD is the sign digit and
the remaining n digits are magnitude digits. The value of the sign digit is 0 for
positive numbers and r-1 for negative numbers, where r is the radix of the
number system.
Radix是基數的意思，像Oct的基數是8，Binary是2，Hex是16(G)
而他們的negtive sign就是在MSD的位置分別是8-1=7、2-1=1、16-1=F
