One of English teachers of our school whose husband is an American.
He said Americans get used to say "It is...to..."
However, the reason they don't say "It is...Ving" is it's weird to them.
He can't give any ideas in view of English grammar why we can't say
"It is...V-ing"
So, I guess we could just explain it to students this way.
