美國國務卿盧比歐近日在北約活動上
表示美國是唯一能斡旋烏克蘭和俄國停戰的勢力
並且烏克蘭和俄國最終仍需以外交手段結束戰爭
他說不論相關報導如何描述，美國仍試圖推動斡旋
只是目前談判並無進展，所以暫時停止，直到情況有所變化為止
