德國國防部長表示，兩顆俄羅斯監視衛星正在「追蹤」德國武裝部隊使用的衛星。

德國國防部報告稱，兩顆俄羅斯「Luch-Olymp-K」信號監視衛星正積極「跟隨」由
Intelsat 營運、供德國武裝部隊及北約使用的兩顆通訊衛星，並指出這一持續行動構成
俄羅斯對北約的「根本性威脅」。
在 2018 年 9 月，法國國防部長曾聲稱，在 2017 年，一顆 Luch-Olymp-K 衛星曾接近
「Athena-Fidus」通訊衛星——該衛星由法國和義大利共同運營，用於北約的安全軍事通
信和作戰規劃，並將其稱為「間諜行為」。俄羅斯 Olymp-K 衛星過去的機動行為已引發
嚴重關切，以及美國國防部多次機密會議。
