The Cubs still signed him for $1,625,000 as part of their 2013 international spending spree, and he successfully navigated both Class A levels in his first two years as a pro. Tseng is one of the most polished pitchers in Chicago's system, but his stuff ticked down in 2015. Though he still does a good job of locating his fastball on both sides of the plate, it operated in the high 80s last year and never has featured much life. He has good feel for spinning a tight curveball and using a changeup, though the latter pitch wasn't as consistent last season as it had been in the past. If Tseng can regain some velocity -- he sat around 90 mph and reached 94 in 2014 -- and his changeup returns to form, he still could be a back-of-the-rotation starter. His competitiveness allowed him to succeed with a fringy fastball last year, as he made adjustments and posted a 2.78 ERA with 55 strikeouts in 68 innings in the second half. --
