標題[請益] that的省略情形

(1) I said [(that) Iwould assume full responsibility].
(2) I protested to the Police [that he was tired].
(3) Mike grunted [that he was tired].
(1) 的that 可省
(2)(3)的that不可省
請問是動詞的關係嗎? 還是是[ ]中子句的結構不同呢?
