沒錯
sibilant＝strident
(定義：only fricatives and affricates can be strident;
fricatives which have high pitched strident noise are referred to as sibilant)
但差別在於
strident是個feature，sibilant不是個feature 所以寫feature時要用strident
而你所弄混的地方在於下表
(the feature strident distinguishes fricatives as follows)
[+strident] [-strident]
[-voice] [+voice] 這邊的符號電腦都打不出來
sibilant s z 所以就先不寫了

nonsibilant tS dZ (抱歉，不會打那特殊符號)

（參見francis katamba的an introduction to phonology）
所以你所了解的 sibilant沒有包含[f].[v]，strident卻有[f].[v] 也沒有錯
