標題[問題] when與while的分辨

"When" visiting New York city, the tourtist should take a boat ride around
Manhattan to familiarize himself with the city.
請問這句為什麼要用WHEN 而不用WHILE呢?
請哪位大大能為我指點一下 並教我分辨WHEN及WHILE的方法
