用titlesec,下面的你可以參考一下。
fontsize那部分我不敢確定。

...
\titleformat{\chapter}{\bfseries\fontsize{12pt}}{\chaptername}{1em}{}
\titlespacing{\chapter}{0pt}{*0}{*4}
