標題[問題] paypal已經認證完了為什麼還不能使用呢???

請問一下
我信用卡認證都過了
要付款給對方時
卻在上面出現
This payment cannot be funded with a credit card at this time
是對方的問題嗎
因為我無法進行下一步
是要設定什麼嗎
