標題[問題] EB2 I-485轉換身分被denied

我目前在美國大學任教, 身分H1-B, 以EB-2 申請綠卡, 時程如下
July 11, 2011 file PERM
Oct, 2011 PERM approved
Feb, 2012 file I-140, I-485, I-131, I-765
March, 2012 AP&EAD card approved
May, 2012 Biometrics taken
June, 2012 I-140 approved
Aug, 2012 I-485 RFE Letter of employment
Oct, 2012 I-485 Denied
Reason:
The Visa Bulletin corresponding to the date that you filed your application
to adjust status under INA 245 for China indicates that the visa availabitly
date for the second preferemce category was for priority dates before
January 1, 2010. (mine was July 11, 2011)
The burden of proof in the proceedings lies solely with the applicant. See 291
of the immigration and Nationality Act, 8 U.S.C. 1361/ You have not sustained
that burden and therefore you have failed to prove eligibility.
想請教各位先進, 因為我是自己辦的 I-485, 深怕有些疏失造成拒絕
但July 11, 2011 目前排期應該還是 current
我怎麼看都覺得是USCIS烏龍把我的國籍當成China
是否應file I-290B for a motion to reconsider the decision?
Brief該如何填寫較為清晰妥當
是否應附加為國籍為台灣之證明（護照影本或AP&EAD card?)
還煩請大家指點, 謝謝解惑
