It's brought to House again for voting due to amendments introduced in the Senate. 3. If any amendments are approved by house, a conference committee of House and Senate makes a compromise bill. 4. Compromised bill is brought for an up or down vote in Senate. 5. Compromised bill is brought to House for an up and down vote. 6. President needs to sign it. 7. USCIS begins rule-making process. The first 5 steps have to be _completed_ in the next two weeks... or its chances of passing fall dramatically due to beginning of the election cycle. It has a long way to go. He lifted his hold but insisted on an amendment as a condition. It doesn't matter how simple or significant the amendment is, because as long as an amendment is there, it'll go back to the house... and mostly likely they'll add an amendment... and it'll either come back to the Senate or have to go through a conference committee... My feedback: The bill has passed just one hurdle. We don't know the: 1) Amendments. The devil is in the details. How are the amendments going to affect current H1B, I485 Pending, those who are planning to file for GC in coming years. 2) If senate/companies etc are even going to agree with he amendments, if the amendments are not granted, the Grassley will put a hold again. Long story short, nothing progressive until at least 1 year. Folks need to understand that the HR 3012 Bill was for removing per country cap only.Grassland put a hold on it only because he wanted changes to the H1B program and there was no other way he was going to get it.
