HR3012昨天在參議院有突破性的發展
正式完成法案的第一次宣讀
而且由參議院多數黨領袖Reid帶領，利用Rule 14來跳過委員會, 直接放入議程裡
預計會在下次正式開會日 1/23/2012進行二讀並逕行投票
(正常程序是二讀後必須進入委員會)
簡言之: 提出杯葛的委員會要角Grassley遭到跳過
目前HR3012前途看漲，就算有人filibuster，只要有60票就能強行過關
民主黨在Reid帶領下，顯然會支持; 而該法案是共和黨提出的，所以共和黨也必支持
兩黨共同支持下要有60票並不困難; 之前最大的困難(遭杯葛而無法排入議程)已經解決
值得注意的是，排入議程的是原封不動的HR3012,沒有任何修改
當然未來幾週在休會的過程中，也是可能有人企圖對該法案動點手腳
會議紀錄如下:
MEASURES READ THE FIRST
TIME—H.R. 440 AND H.R. 3012
Mr. REID. Mr. President, I am told there are two bills at the desk due for
their first reading.
The PRESIDING OFFICER. The clerk will read the titles of the bills for
the first time.
The assistant legislative clerk read as follows:
A bill (H.R. 440) to provide for the establishment of the Special Envoy to
Promote Religious Freedom of Religious Minorities in the Near East and South
Central Asia.
A bill (H.R. 3012) to amend the Immigration and Nationality Act to eliminate
the per-country numerical limitation for employment-based immigrants, to
increase the per-country numerical limitation for family sponsored
immigrants, and for other purposes.
Mr. REID. Mr. President, I now ask for a second reading, and object to my
own request, all en bloc.
The PRESIDING OFFICER. Objection is heard.
The bills will be read for the second time on the next legislative day.
