標題[問題] issue的指引

想請教關於issue的命題，還請大家提供見解。
現在的issue題目由一個命題與一個指引組成，而指引又可分六大類，
雖然題庫公佈了，想請教是否有可能在考試時，換了不同的指引，
而形成在題庫中沒有的題目？舉例如下
假設命題為A(偉大的國家是展現於一般人民的福利...)，指引為1~6，
而在題庫中只有看到A1、A3、A4、A6。
是否考試有可能出現A2 or A5？還是只要一直練習A1、A3、A4、A6即可？
