protect their profits by adding a percentage increase, based on
the current rate of inflation, to the previous year's contractual
price.

a criticism of historical costing as an economically sound pricing

答案:
(A) The government might continue to pay for past inefficient use
of funds.
可是past inefficient use of funds究竟是什麼意思阿?
是說過去花了錢但是買到的武器不好，所以是inefficient use of funds嗎?
