BWX and VEA are both US based ETF's. They may have investments within their portfolio that are non-US, however the ETF's are still US based securities. Income earned from U.S. sources (such as dividends and interest from U.S. companies) that is received by a nonresident alien is subject to a statutory 30% withholding rate. Residents of certain foreign countries may be entitled to reduced rates under a tax treaty between their country of residence and the United States. Our records indicate that (Taiwan) does not have such a treaty, so any U.S. source income earned would be withheld at the standard rate of 30%. (NOTE: The W-8BEN does not exempt a foreign person from withholding on US source dividends.) This withholding does not apply to capital gains made from the sales of securities.
