The debt resulted from an agreement signed in 1998, according to which 80 percent of the income of the Totobola football pools, would be paid to the clubs which returned to the State half of 59 million euros in fiscal debts. According to the Minister of Finances, Antonio Bagao, if the benefits of the football pools were insufficient, LPFP and FPF would be forced to pay the reimbursement. For this reason, the State notified the payment of the 20 million euros resulting from the drop in the income from the football pools.
