標題[Ask ] Movie Subtitles..Incomplete

These days, I rented some DVD movies to watch..trying to learn spoken English and improve the listening skill.
I found many of the movies have poor subtitle presentation. That's really surprising and to my disappointment.
How coult they be like that , even with the English subtiles?
I wonder ,are the subtitles in the DVDs previded by the original manufactures
,transcripted by English native speakers, or are just prepared by local English "experts" in Taiwan?
The vedios include: "the Pianist" , "the English Patient",...
