Of course, it's better to learn any language from a young age, but it also helps a lot if you hear or speak it often enough... There's a change in why people want to learn English in Taiwan now, I think... Before, it seems as though the emphasis is on reading/writing, mainly to do well in school (on exams)... Now, people like to be able to speak in English with others, which is nice to see... Try listening to radio programs in English, or go to YouTube and look for talk shows in English (like Jay Leno or David Letterman's shows), that might help... The more you're exposed to hearing the language, the more you'll become familiar with the sounds in that language, and perhaps imitate it better, there's no easy way (shorcut) in learning any language, except to spend lots of time on it, I guess... Just a few suggestions, hope it's useful to you... -- --
