If you discussed about the top schools of Taiwan and Europe. I suggest that you can visit Nationl Taiwan University. There are many interactions among professors and students, and many diligent students exist in that school. The education quality of this school is bad? I don't think so. In this kind of school, students can't fulfill their dream? I don't think so. Of course, National Taiwan University can't represent the higher education of Taiwan. It is the same about Europe. On the other hand, Oxford or Cambridge can't represent Europe. Consequently, my conclusion is: Higher education just only support students for their resources.
