Reading newspapers will be a good way to find out the English you need in living an American life, but is it really what you need in Taiwan? Now, I am not going back on my advice of reading newspapers, but some may find that the politics and economic stuff on US newspapers have nothing to do with your everyday life here. So here is another suggestion: tape your own conver- sation. If you have a record of your own conversation for one week, then you will find out your own communication needs. Identify the most frequently used phrases and have them translated into English, and the next time you need to use that phrase, replace it with English. Since you use those phrases a lot, then you will have lots of opportunity to practice; and before you know it, you would have a foundation to add the less frequently occurred phrases to your arsenal, and your confidence will increase. That's what we did wrong in English education in Taiwan: we have not addressed the fact that the language is a means of communication, so we have learned words that have little meaning to our everyday life.
