You should probably take the little girl to the hospital and get proof of injury the next time her father hurts her. Keep doing this to establish proof of the father's abuse. Try not to let him realize you are trying to help the little girl. If you don't have enough evidence, I am not sure if social workers will be able to take her away and put her in a foster home. I do not think speaking to the father will change his ways. People who abuse their children are usually mentally immature, and view their children as their property. What you can do is talk to the little girl when you can, preferably when none of her abusive family members are around. Help her realize that she is a good kid, and none of this is her fault, even when her family tells her otherwise. It will help her a great deal if there is someone for her to trust and confide in. Regarding the police, there is nothing you can do. The police here seem to be lazy and inefficient in general. Just try to be polite and patient I guess... (though it's really hard!) What she really needs is for someone to really BE there for her.
