(1) 何謂福利經濟學第一基本定理 (The First Fundamental Theorem of
Welfare Economics)？ 福利經濟學第二基本定理？ 兩者有何關係？
(2) 福利經濟學第二基本定理是否說明經濟效率(efficiency)與經濟公平
(equity)相衝突？
2. (20%) 試問
(1) 「次優理論」(theory of the second best) 的經濟意涵？對經濟一
般均衡的條件導致哪些變化？
(2) 若全社會只有一家公營事業及一家民營事業，分別都只生產一項產品。
若公營事業不採取邊際成本定價(marginal cost pricing)方式，另政
府對民營事業課徵定額稅(a lump-sum tax)，且公營事業及民營事業
的產品互為 替代品(substitutes)，試繪圖說明其對社會福利的影響？
3. (30%)
(1) 若社會同時有一種私有財X及一種純粹公共財Z，試繪圖或以方程式說明
純粹公共財的最適供給條件。
(2) 若一個城市中只有A、B、C三位成員，以納稅方式支付路燈的成本，其
享受路燈的邊際效益(marginal benefits)分別為
MBa = 150-0.5Z MBb = 200-0.5Z MBc = 200-Z
假設所有路燈的邊際成本為MC = 100+Z，試問最適當的路燈數目為若干？
A、B、C三位成員分別需繳納若干稅款？
(3) 若社會中發生有人免費使用 (free fiding)純粹公共財時，宜如何防範？
4. (15%)
(1) Suppose that the marginal benefit associated with rice production
is MB = 2.5. The marginal private cost of production is MPC = 2+0.1Q,
where Q measures kilograms of rice produces in thousands. The
marginal damages caused by pollution in rice production are given
by MD = 0.05Q.
a. Compute the privately optimal output and the socially optimal
output.
b. Compute new solutions for an increase in MB to MB = 3.5.
Explain what has happened and why？
5. (20%)
試說明如何應用寇斯定理(the Coase Theorem) 以解決外部性的問題？能應用
的條件為何？ (提示：請分別由污染源與受污染者雙方討論)
