The real situation was Japan sent few or a few fighters to bomb the US ships. The fighters carried fuel only for onwards trip and lots of bombs. However, not every fighter could successfully approach the ships under the fires. Even a fighter successfully hits on the ship, it can seriously damage the ship, but can hardly sunk the ship. For a captain of a war ship, there is nothing more terrible than the ship was sunk. Also, I think this cannot be classified as a sort of terror like 911. That was actually between regular forces of two countries involved in a war. And that was not the only example of suicide attack in WWII. --
