各位熱心的朋友您好： 我們是青年樂生聯盟，推動保存台灣唯一的痲瘋病院”樂生療養院”，讓院民續住免遭強 制搬遷已有一年多時間。儘管透過各種連署請願抗爭等等方式，台灣政府在這個議題上仍 不願鬆口，按原訂計畫將於今年7/15完成院民遷移至迴龍醫院的動作，並進行院區拆除。 而這樣的原訂計畫，不但嚴重違反院民自主意願，在醫療照護上不符需求（東亞只有台灣 及中國會將痲瘋院民集中管理於醫療大樓中），破壞經古蹟專家認定具世界級遺產價值的 樂生院區，同時將造成周邊環境巨大的破壞（挖除土方160萬立方米、移除千餘棵老樹、 興建最高十多層樓高的擋土牆）。 迫於無奈，我們將有四位民間團體及院民代表，於今年日內瓦世界衛生大會時至會場外抗 議，並向國際媒體求救，希望台灣政府聽到這些聲音能重新進行考量。我們將於5/15早上 抵達日內瓦，5/21離開。中間也希望拜會一些NGO組織爭取支持。但目前我們缺乏當地接 應，因此提出以下目前所需要的協助： 1.我們需要當地的民眾，留學生尤佳，作為當地的聯絡人，甚至可以一起參與我們的行動 2.目前我們正請一位瑞士人安排住宿中，若有任何住宿方面可以協助者也可盡速與我們聯 繫 3.我們需要聯繫駐日內瓦的國際媒體，若有相關聯繫方式可以與我們聯繫，我們可以與他 們直接聯繫 4.我們需要本次WHA確實的議程安排，以及是否有場合我們可以參與？ 5.我們想將資料傳給WHA的與會者，尤其是各國衛生官員，是否可能有場合或是得知其行 程或下榻處？ 6.有否熟識的NGO，關心人權、文化資產保護、環境保護等議題者，我們希望與他們聯繫 感謝大家的關心，希望能與你們在日內瓦見面 聯絡人：蔡宗芳 0912-273-303 （5/15以後在日內瓦） [email protected] [email protected] 黃詠光 0955-311-773 (contact in Taiwan) [email protected] 林琬純 0972-332-812 [email protected] 若需要對樂生議題進一步了解 請上以下網站： http://peitoutw.hopto.org/Heritage/lsy/index.php http://ecomuseum.org.tw/Heritage/lsy/indexmain.htm Dear friends, We are Youth Union for Taiwan Lepers’ Rights, making the impetus of the preservation of the only leprosy sanitarium’ Lo-Sheng Sanatorium＊’ in Taiwan , to which has been for more than one year. So far the authority in Taiwan has not made any change of the policy, which will force the lepers move to Hui-Long hospital and then demolish the buildings. The original plan not only conflicts with the independent will of the individual patient, but also disobeys the standard medical care. Actually; leprosy patients are managed in one central hospital center only in Taiwan and China in Eastern Asia. The demolition plan will also damage the sanatorium area, which has been recognized as a world-heritage historical site by the professionals. The neighborhood environment will be destroyed seriously after the practice of the plan, such as excavating 1.6 million cubic meters of earth, dismantling thousands of old trees and building the retaining wall as high as ten-story building. In desperation, there will be four delegates from NGOs and the patients attending the 58th WHA in Geneva this year. We are going to protest at the assembly site and call for help toward the international media, in the hope that Taiwan government may reconsider the plan as they get these desperate voices. We will arrive there in the morning on May 15, and leave on May 21. We hope to visit some NGOs to get more support. However this trip may be a task because we have few local supporting at the moment. Therefore we ask help as follows, 1. We need local residents as contactors there, such as students from Taiwan. It would be much better if they can join the act with us. 2. Though our accommodation being arranged by a Swiss friend at the moment, we still need support of that if anyone can offer. Please contact us as soon as possible. 3. We need to contact the international media in Geneva. Please contact us if any of you can offer the contact ways. 4. We need the final agenda of 58th WHA and any suggestion of the occasions that we may participate in. 5. We want to inform the participants of WHA, especially the international sanitary officer.
