That’s five of the top 14 prospects entering the season for the Astros who have reached the majors with the organization and doesn’t include Mike Foltynewicz, who is in the bigs with Atlanta. Is there more evidence needed that the Astros have fast-forwarded plans to contend? Velasquez had been dominating Double-A Corpus Christi (3-0, 1.37, 37/9 strikeout/walk ratio in 26 1/3 innings), but as is typical of him, he had an injury that has shortened his season. A lat he strained in the Arizona Fall League caused him to miss what would have been his first major league spring training. SCOUTING REPORT As the lat strain showed, health has been the issue for Velasquez. He had a stress fracture and ligament strain in his right elbow in 2009 and didn’t pitch his junior season at Garey High in Pomona, Calif., and he has only pitched 290 pro innings despite being drafted in the second round in 2010. He ’s a Tommy John survivor (2011) and missed two months last season because of a groin injury. That said, even with 2013 No. 1 overall pick Mark Appel in the organization, Velasquez might have the highest ceiling of any of Houston’s pitching prospects. He has an explosive fastball that registers 92-95 mph that plays up because of late life and pairs that with a plus changeup. The curve is still developing, but has the promise of at least an average offering. Velasquez has a loose, quick arm, is athletic and brings an assertive approach to the mound. He has all the elements of at least a mid-rotation starter. WHAT TO EXPECT It’s possible that like Feliz, Velasquez might be making just a cameo appearance. Roberto Hernandez is being moved to the bullpen so there is an available rotation slot, but it’s hard to imagine a team in the pennant race trusting a pitcher with so small a professional portfolio to pitch high-leverage innings right up from Double-A. He’s getting a chance to impress and is likely not owned in your fantasy league given he’s health issues and where he began the season, so if you can, grab and stash him at the least. --
