usually you are NOT liable to council tax if you are a student dependent
but not a british citizen.
sometimes (actually, all the times!) people in the council make fxxking
mistakes on this. in such cases you should make a complaint and direct
them to this:

in page 9, it says that such persons are not counted for council tax if
the terms on their visas prevent them EITHER from working OR from claiming
benefits (ie, with words "NO RECOURSE TO PUBLIC FUNDS" on their visas).
so, write to them and claim for the refund (if you've already paid the tax).
