The following is the recommended teams advancing to World Finals 2005.
My explanation for the recommendation follows the list. The explanation
is for our Asian Directors to understand the reasons behind it. And there
is a warning to Asian Directors that we will use Professor Poucher's formula
as a base next year for selecting teams to be advanced to Finals.

To: Asian Directors
(I) Observations:
* In Tehran and Seoul sites, both selected teams are domestic. In Taipei
site, both seleted teams are foreign teams. The rest of you have one
domestic and one foreign. Thanks to all of you for allowing foreign
teams to participate.
? The actual allotment in Beijing is very under allotted. The actual
allotment in Taipei and in Shanghai are also slightly under allotted.
However the actual allotments in Manila and Kanpur is over allotted.
See explanation below.
(II) The situation of the wild cards allotment is not the same as that of
5-6 years ago. The competitions in all sites are very tough now.
I no longer have luxury to allot something without a great reason. Thanks to
Professor Poucher for giving Asia an extra team up to 21 this year.
I am making the recommendation list above for the following reasons:
Professor Poucher is giving us wild cards based on the combined scores
of (1) the # of registered teams, (2) the # of universities, and (3) the #
of teams solving at least one problem in the regional contest.
We will use that formula as a base from next year (2005-2006) and on. This
means some sites will have only one slot if the registration count is low.
I will use a combined formula now as a transition which means minimum two
teams for each site while I begin to apply the registration count.
(1) The deserved slots for each site if calculated by the total
registration count in all Asia sites:
Dhaka 95 teams; deserved slot = 1.3
Taipei 181 teams; deserved slot = 2.3
Seoul 105 teams; deserved slot = 1.4
Manila 81 teams; deserved slot = 1.1
Beijing 361 teams; deserved slot = 4.7
Ehime 205 teams; deserved slot = 2.6
Tehran 141 teams; deserved slot = 1.8
Shanghai 255 teams; deserved slot = 3.2
Bombay 122 teams; deserved slot = 1.6
Kanpur 74 teams; deserved slot = 0.9
(2) If I choose the top N teams from each site for calculation which
will include all of the above recommended teams, and if a university
occupies more than one sites in the top teams, I will count as 0.5,
or 0.25, then the actual allotment for each site (with deserved slots)
will be:
Dhaka top N = 2; actual allotted slots = 1.5 (1.3, 95)
Taipei top N= 3; actual allotted slots = 1.75 (2.3, 181)
Seoul top N= 2; actual allotted slots = 2.0 (1.4, 105)
Manila top N= 2; actual allotted slots = 2.0 (1.1, 81)--
Beijing top N= 4; actual allotted slots = 2.75 (4.7, 361)++
Ehime top N= 3; actual allotted slots = 2.25 (2.6, 205)
Tehran top N= 2; actual allotted slots = 2.0 (1.8, 141)
Shanghai top N= 4; actual allotted slots = 2.75 (3.2, 255)
Bombay top N= 2; actual allotted slots = 2.0 (1.6, 122)
Kanpur top N= ?; actual allotted slots = 2.0 (0.9, 74)--
The “top N teams” item does not doubly count multiple teams from the
same university.
(3) If we were to use Professor Poucher’s formula as a base for this year,
Manila
and Kanpur sites would have gotten only one slot to World Finals. Please
pay attention to this for next year.
(4) Host card is not allotted this year. Seoul gave up. Other performed no
very well or had used the privilege in the previous hosting.
(5) I do not believe we will get 22 teams. If we do, the next slot will go
to Beijing site which is ZhongShan University. Their teams are next to the
top N teams
in 4 sites. ( I hope Professor Poucher has one more mercy on this!)
