The function f(x1,x2) = 3x1^2 + 2x2^2 -4x2 +1 has a turning
point at (0,1),and that f(0,1) = -1. Evaluate f(1/8,10/9)
using a second-order Taylor series approximation.
What kind of turning point do you think it is?
