标题[问题] consume 与 spend..

有一题克漏字测验:
"The government plans to _____ USD 20 billion dollars
to make it a world-class city." (it为前文提到的城市)
(A) take (B) consume (C) spend (D) cost
答案是选C..
可是spend後面不是要接Ving吗?
问过同事 同事说就以"in order to "的角度来解释..
不过 这样一来 何时要用Ving 何时该判断是in order to 的用法?
另外 consume有花费金钱的意思吗?
因为我查了一些字典有 一些字典没有..
consume後面可直接接金额吗?
