标题[问题] a pair of 视为复数或单数?

已查过一些字典和网路上的英语论坛资料
glasses, jeans, pants 等等都须配合复数动词来使用
而a pair of + Ns 因把成双的东西当做一个整体来看待,故通常当作单数来使用,
但令我感到疑惑的是, 当再次提到这个东西时,
应用单数代名词还是复数代名词呢?
网路上查到了两个相关的资料:

里头的例句:
(a) I took a pair of shorts out of the drawer and put them in my suitcase.
(b) I had a pair of field-glasses in my cupboard so I gave them to Tom for
birdwatching.
从以上例句发现可用they来指称前面的提到的shorts和field-glasses

里头的例句:
There was a pair of shoes on the bed, but now they are under the desk.
有三个以英语为母语的人士都认为用they来指the shoes是比较常见的
且认为用it is under the desk是很不自然的说法,因这里不是在强调a pair件数,
而是在指the shoes
然而,在国中英语翰林第六册第二课p.22的练习题中,却又出现了以下的句子:
The pair of jeans is so expensive that Jeff doesn't have enough money for it.
我的理解是这里仍旧把牛仔裤视为一个整体,因此it代替的是the pair of jeans
我的问题在这:
课本这句话是否可以改成 The pair of jeans is so expensive that Jeff doesn't
have enough money for them.
用them来代替the jeans?
此外,也请各位帮忙看一下以下这句
The pair of shoes is so small that I can't wear it/them.
这句话应该选it还是them呢?
